GPS monitors on domestic violence offenders

In a Radio NZ interview Corrections Minister wants to use GPS monitors on DV offenders, as it seems to work on 40 high risk sex offenders for 7 months. Women's Refuge agrees but father of Helen Meads who died from shooting by her farmer husband thinks this tracking system would not save his daughter's life because her husband had not been formally charged for family violence until her death.
