Diversion for minor DV cases?

It is mooted that PC has gone too when charges are laid for every reported, including 'minor' DV offence. As statistics and practice show only 20% DV incidents are reported, should the zero tolerance policy act as a deterrence to and encourage more reporting of DV? Read the opinion here
